FTS rejects regulation of tariffs for natural monopoly holders in river ports

The Board of the Federal Tariff Service (FTS) of Russia basing on analysis of natural monopolies’ activities in river ports has decided not to apply price control to certain natural monopoly holders operating in the European part of the Russian Federation to prevent restraining of economically feasible transfer of natural monopoly to competitive market, FTS reports.

The list includes: Kostroma River Port OJSC, Nizhni Novgorod Port OJSC, Novgorod Port OJSC, Serpukhov Port OJSC, Uiljanovsk River Port OJSC, Belozersk Port OJSC, Berezniki Port OJSC, Kambarka Port OJSC, Kineshemski River Port OJSC, Kozmodemjansk Port OJSC, Kolomna Port OJSC, Moscow Western Port SUE, Perm Port OJSC, Podporozhski Port OJSC, Samara River Port OJSC, Severny Port OJSC, Toljatti Port OJSC, Tver Port OJSC, Cheboksary River Port OJSC, Yuzhny River Port OJSC, Cherepovetsk Port OJSC, Verkhne-Pregolski Port CJSC, Volgograd River Port OJSC, Promkhimport OJSC.

FTS Board also says the orders of regulatory authorities having set tariffs for services subject to regulation (for the above natural monopolies) shall be deemed to have lost force. However FTS have retained the above natural monopoly holders in the registry of natural transport monopolies subject to state regulation and control having obliged them to quarterly (annually) provide FTS with certain information.

FTS says the decision has been taken upon the call of the Association of River Ports and Ship-owners and natural monopoly holders in river ports.
