Transport Ministry of the Russian Federation has drafted a government decree to introduce amendments into the federal special-purpose programme “Development of Russia’s Transport System in 2010-2020.
The document provides for reduction of allocations for a number of port projects and allocation of saved finances for the construction of port Sabetta.
Earlier, the project was valued at RUB 73.2 bln including RUB 47.3 bln to be allocated by the federal budget. However, port designer Lenmorniiproekt decided to reinforce ice barriers basing on new estimates of Ob ice movements. In this context, the Ministry of Transport values the construction of port facilities in federal ownership at RUB 69.6 bln and plans to fill the financing gap with RUB 22.3 bln from the federal budget.
This amount is to consist of RUB 4.9 bln saved on implementation of Murmansk Transportation Hub project. Some RUB 7.9 bln can be saved on construction of a ferry for Ust-Luga-Baltijsk line, RUB 8 bln – on construction of a deep-water port in Baltijsk (Kaliningrad region). Besides, Sabetta will get RUB 1.5 bln earlier planned for reconstruction of port facilities in federal ownership for the increase of Petrolesport terminal capacity.
The document will be discussed before July 2, 2014.
