Amendments to be introduced into Russian legislation on oil spill response plans

Experts of the working group on improvement of the legislation in the sphere of marine and river transport under the Federation Council of Russia’s Federal Assembly have drafted amendments into federal laws No 155 and No 187 related to the state environmental approval of oil spill response plans, IAA PortNews journalist cites Sergey Matsenko, Director General of Southern Research and Design Institute of Marine Sea Fleet, as saying at the VII All Russian Forum “Current State and Prospects for Development of Russian Bunker Services Market” which opened on June 19 2014 in Saint-Petersburg.  

According to him, amendments introduced on July 1, 2013 have considerably complicated the process. The cost paper work which takes 708 months increased over 3-fold and to RUB 3-5 mln.

Earlier it cost RUB 800,000 – RUB 1.5 mln, the expert says.
