RF President Vladimir Putin has signed the Federal Law “On RF Seaports and on amendments into certain legislative acts of the Russian Federation” passed by State Duma on October 16, 2007 and approved by the Federations Council on October 26, the President’s press center announces according to PRIME-TASS.
The document differentiates seaport as a property complex and organizations operating in the port. It also specifies the procedure for the use of land plots and water objects within the limits of seaports. The document envisions private, state and municipal forms of property. At the same time, it prohibits private property for foreigners, stateless persons and foreign legal entities. It also specifies details as regards the lease of land plots including agreements for lease and investments into state-owned seaport infrastructure facilities.
