Rosneft starts Euro 3 and Euro 4 gasoline production at Achinsk Refinery

On December 12, the day of the 25th Anniversary of Achinsk Refinery (ОАО Achinsky NPZ VNK, Rosneft subsidiary) a C5 — C6 hydrocarbon isomerization and hydro-treatment unit was commissioned to allow for achievement of high octane gasoline quality under Euro 3 and Euro 4 Standards, the company announces. The unit design capacity is 300 thousand tons per year.

 

The formal ceremony of the unit startup was honored with the attendance of the Deputy Head of Economic Planning and Industrial Policy Department of Krasnoyarsk Region Administration Mr. Denis Pashkov, Director of Rosneft Refining Department Mr. Arthur Bauman, managers and chief experts of the Refinery as well as directors of contractors and construction companies.

“Construction of isomerization unit is one of the largest Rosneft investment projects at Achinsky Refinery”, — said the Refinery General Director Yury Kasyuk. — Operation of the new unit will change the structure of gasoline output towards high-octane grades. Due to reduction of aggressive agents content (sulphur, benzene, aromatics), gasoline quality and environmental parameters will improve. It is symbolic that the unit startup is on the same day as the 25th Anniversary of the Refinery”.

 

The PENEX isomerization technology applied at the unit was developed by UOP Ltd. Designs were prepared by ООО Lengiproneftechimproject (Saint-Petersburg). The unit is designed for production of high-octane gasoline component — isomerizate. Application of isomerizate will reduce the demand for high-octane additives and increase output of Regular 92, Premium 95 and Super 98 fuels matching Euro 3 and Euro 4 Standards.

 

Startup of isomerization unit at Achinsky Refinery is part of the well-planned technical policy of Rosneft. Implementation of this policy will switch the company refineries to manufacturing of the best European-grade fuels, increase added value of deep refining, provide for the growing market demand for quality fuel and significantly improve the environmental situation.

As the President of Rosneft Mr. Bogdanchikov stated earlier, by the time the Refinery starts receiving crude oil from Yurubcheno-Tokhomskoye Field, a delayed coking unit will be commissioned at Achinsky. This will significantly increase refining depth and light product yields. The Company is also looking at the opportunity to increase the refining capacity from 6 to 8 mmt per year. In order to optimize sales it is planned to build a 300 km pipeline from Achinsk to Kemerovo.

Achinsk Refinery is one of the youngest refining ventures in Russia. The Refinery construction was started in 1972 and the first product was received on December 12, 1982.

Achinsky Refinery today is a stable working venture with full industrial cycle and more than 2000 people on staff. The products variety includes more than 100 types of petroleum products sold in the regions of Western and Eastern Siberia as well as in the Far East. Some of the products are delivered to the European markets and exported further.

Since May 2007 the Refinery is part of Rosneft Oil Company structure. In 2007 the Refinery increased the processing by 14.3% vs. 2006 — up to 6.4 million tons.
