Sadraddin Mammadov, Azeri transport and economy minister, informed that the process of intergovernmental agreement on the Railway Development Programme for 2008-2012has already been completed.
At present collection of intergovernmental resolutions for official address to the president is being completed. Soon the project of the State Programme will be submitted to the president - Mammadov said according to abc.az reports according to RZD-Partner.
Programme endorsing is scheduled until late 2007. It estimates spendings at AZN 1.2 bn. At the same time only 40-50% of finances will be raised from state budget and the rest from foreign investors and banks. Programme drafting was started in accordance with the presidential decree on State Commission running the issues of Baku-Tbilisi-Kars railway project.
The Programme assumes resolving traffic security problem and creating logistic center. The state would like transport and forwarding companies to start purchasing own car fleet. Keeping communications in the state monopoly that will allow not only to develop private sector but also unload Azerbaijan State Railway (ADDY) from providing the car fleet - Musa Panakhov, deputy minister of transport said.
For the moment only Azertrans ownes wagon (cisterns).
