“Strategic goal of the Concept is to reform the inland waterways’ management system in order to ensure the most efficient use of budget resources through public-private partnership, attraction of private investments, meeting the demands of population, business and the state in efficient and safe transportation of people, cargo and goods by the entire network of inland waterways with optimal expenses of the federal budget, improvement of water transport stability, forming of a unified transport system, realization of the transit potential of the RF inland waterways having preserved efficient state system ensuring navigation safety,” the document reads.
The Concept envisages implementation of the first (preparatory) and the second stage of the reform. The document is published at the website of the RF Transport Ministry.
As far as PortNews IAA knows, water transport reform will be considered by the RF Government in the mid May of 2009.
