According to the document, customs clearance of goods in a seaport starts before transport to take out the goods is provided and without submission of information about this transport to customs authorities. Containers to be taken out are loaded on vehicles at the final phase of customs clearance procedure.
Customs clearance is arranged according to a ‘one-stop-shop’ principle.
Moreover, regulatory authorities participating in customs clearance of goods and vehicles work round-the-clock in all checkpoints located in the territory of seaports.
For cargo transiting the territory of Ukraine customs procedures have been minimized. No Customs Freight Declaration is needed for transit cargo (except for excisable goods), which arrive in and are shipped from maritime and river terminals and are stored within one checkpoint or customs surveillance zone of a seaport. In this case the goods under customs control are not subject to measures ensuring the delivery.
