Ukraine legalizes "dry ports"
The Government of Ukraine authorized use of overland terminals located outside seaports to control and release container cargoes, RZD-Partner reports.
The Ministry of Ukraine has legalized customs registration and release of container cargoes outside borders of sea commercial ports. Procedures are transferred to customs control zones of cargo customs complexes and terminals located outside seaports, mentioned in the governmental decree.
That creates a legal basis for "dry ports" to be the points where registration of container cargoes can take place. Thus the long-term problem for the effective use of reloading facilities in container ports of Ukraine is solved.
From 2010 long customs control procedures both for transport means and for carried by them goods will be done in "dry ports". The accepted by the Government document also defines how "free practices" of container arrivals to ports will be practically applied, and how to start cargo operations without participation of a commission onboard the vessel. Thus Ukraine creates conditions to implement the Convention on Simplification of the International Sea Navigation which was adopted in 1965, the Governmental emphasized in its Order.
