USPA submits to Ukraine’s Ministry of Infrastructure a revised draft of the Port Dues Methodology

The USPA (Ukrainian Sea Ports Authority) together with the State Enterprise «UkrNIIMF» (Research and Design Institute of the Marine Fleet of Ukraine) have completed the draft Methodology for calculating the rates of port dues, according to the order of the Ministry of Infrastructure of Ukraine.The document was sent to the Ministry in the end of June.

The USPA says it took into account the recommendations of foreign experts, scientific institutions, in particular, the profile institute «ChernomorNIIproject», as well as proposals of enterprises, including private businesses, using the port infrastructure.The Methodology draft is based on the so-calledOPEX, i.e. operating costs, excluding the investment component.The way of investment projects financing will be determined at the level of the Cabinet of Ministers of Ukraine and the Ministry of Infrastructure.

The main advantage of the updated Methodology is that while calculating the port dues, Ukraine will use more fair system of calculation of gross tonnage (GRT) instead of the conditional volume of the vessel.It is important to take into account that the principle of taxation and deduction of dividends from USPA should be recalculated along with the business dues.

After an internal discussion, the specialists of the Ministry and the USPA will present the Methodology to the port community.
