Russia's Main Department of State Expertise approves construction of Utrenny terminal for Arctic LNG 2

Experts of Glavgosexpertiza (Russia's Main Department of State Expertise) have considered the design and estimate documentation for construction of Utrenny terminal, a facility for transshipment of LNG and stable gas condensate in the Gulf of Ob of the Kara Sea and issue a positive opinion, says Glavgosexpertiza.

The Utrenny terminal included by the RF Government’s Decree into the port of Sabetta will be built on the western shore of the Gydan peninsula in the Yamal-Nenets Autonomous Region, where berthing facilities of NOVATEK’s Salmanovsky (Utrenny) field are located today. The field with proved reserves of about 1.98 trillion cbm of natural gas and 105 million tonnes of liquid hydrocarbons is to become a resource base of Arctic LNG 2 project.  

The construction of berthing and onshore facilities will consist of seven phases. The first three foresee the construction of federally owned infrastructure facilities including deep-water access canals, aids to navigation for servicing icebreakers and cargo ships.  

The remaining  four phases imply the construction of and reconstruction of port facilities owned by the investor, Arctic LNG 2 LLC, including construction of a new berth on an artificial plot of land, reconstruction of the existing pier and construction of onshore infrastructure facilities.  

Before the construction of Arctic LNG 2 plant is completed in 2022, the Utrenny terminal will accept and store construction cargo, fuel, lubrication materials and equipment for LNG production as well as industrial cargo for the development and operation of the Salmanovsky (Utrenny) field. In view of the tight schedule foreseen for the construction of the plant, the cargoes will be delivered all-year-round to the existing berths.  

Financing of the works on construction of the Utrenny terminal will be covered by the federal budget of the Russian Federation (26.57%) and own resources of the investor (73.43%). The federal resources are provided in pursuance of the Russian President’s instructions to facilitate the development of the Arctic and NSR projects of the Russian Federation dated 27 February 2019.
