POT holds scheduled exercise on oil products spill response

SP Petersburg Oil terminal CJSC (POT, St.-Petersburg) held scheduled exercises on oil products spill response in St.-Petersburg port water area (berth № POT-3) on November 25, 2009. Emergency response groups took part in the exercises under Oil Spill Response program (OSR) of the terminal, enterprise’s press-service reported. In particular, FGUP Baltic Basin Emergency and Rescue Department (BERD), Marine Ecology LLC and 42-nd fire and salvage unit of Kirovskiy district of St.-Petersburg participated in the exercises. Igor Teleshev, CEO of POT CJSC, Artur Gavlyuk, Acting Director of BERD, Alexandr Levchenko, Development Director of BERD, Sergey Saveliev, Deputy CEO of BERD, were involved in exercise management.

As per the exercise legend, as a result of partial damage of the hull oil products spilt from Vilsand tanker (cargo carrying capacity – 35,000 tons) loaded at berth № POT-3. As per the exercises legend, 1,500 tons of oil products leaked out of the tanker. Consequently, an oil patch of 50mx80m is adrift towards the Krasnen’kaya river estuary.

A diving ship Vodolaz-15 was deployed in the exercise. A group of divers was carrying out works on special patch fixing onto the damaged vessel hull. Two motor-boats booms-fixers Aliot and Arneb installed the second line of booms from berth № POT-1 to the west end of berths POT-3 and 4.

Upon booms fixing the two motor-boats and Vyborg vessel proceeded with oil collecting using skimming systems. The collected oil-water mixture was pumped into Viking (owned by shipping line Delta) tanker for temporal storage.
 
Shallow draft skimmers NMS -11 and NMS -12 (owned by Marine Ecology LLC) were deployed in collecting the oil in shallow waters and near berths. NMS-6 and Brusno carried out coastline cleaning.

Main efforts in OSR works were focused on stoppage of oil products spill from Vilsand, oil spill containment, oil-contaminated waters collection, prevention of oil patches transfer into the coastline.
 
The exercises held demonstrated high-degree alert, interaction and co-operation off all the activity participants.

Petersburg Oil Terminal (POT) provides the services of transshipment and storage of oil products for export, as well as bunkering vessels. In addition, the company conducts quality analysis of oil products, and accepts and treats slops discharged from vessels calling at the Port of St. Petersburg.
