Russia’s NWFD develops OSR Plans

As of April, the North-West Federal District has 1384 Oil Spill Response Plans developed by responsible agencies,  PortNews IAA reports citing Oleg Zanosov, the Chief of Marine & River Emergency Prevention and Response Department of the NW Regional Emergency Situations Prevention Department of ESM of Russia.

Mr. Zanosov was speaking at the scientific and practical workshop on legislative provision, planning, organization of Oil Spill Preparedness and Response (OSR), hosted by the St. Petersburg State Medical Academy of Adm. Makarov.

Mr. Zanosov said, the OSR assessments and audits had revealed the OSR Plans require improvements adding the calculation of OSR preparedness should be based on a maximum possible volume of oil spill.  

He suggested that OSR exercises were conducted in the same organization that ordered OSRP. “But nobody conducts such exercises. Assessments and audits results are handed over at the offices,"  Mr. Zanosov said.

“I believe the organizations that will carry out assessments and audits should be certified first ", Mr. Zanosov was quoted as saying.
