This decision is aimed at those enterprises dominating at the stevedoring market who provide at the Big Port of St. Petersburg services for loading, unloading and storing cargo, and are included in the register of natural monopolies in the transport. The tariffs agency wants to see how this innovation would help ease tariff burden on customers, and to improve the market environment.
FTS left unchanged state regulation of service prices at Petersburg Oil Terminal, transshipping petroleum products at the Big Port of St. Petersburg.
Earlier, FTS had prepared and published a draft order "On the change in the method of government regulation in respect of subjects of natural monopolies in the seaport of Big Port of St. Petersburg”. The document provides for the abolition of price regulation in respect of the following stevedoring companies: Commercial Center, Transport and Forest OJSC, Neva-Metall CJSC, First Stevedoring Company CJSC, First Container Terminal CJSC, Third Stevedoring Company CJSC, Petrolesport JSC, Baltic Port LLC, Setos-Service LLC, Second Stevedoring Company CJSC, Fourth Stevedoring Company CJSC, Petersburg Oil Terminal CJSC, Nevsky Gate LLC, Sea Fishing Port LLC.
