Oil-processing plant in Nakhodka will be capable to process 20 mln t of oil a year

The planned by the company “Rosneft” construction of the oil-processing plant near Nakhodka, capable to process 20mln tons a year, will enable development of economy of the city district and its infrastructure, Vladivostok Times reports. The Head of Nakhodka Oleg KOLYADIN reported it on results of the meeting dedicated to projecting and building of the strategically important object. As the press-service of the Nakhodka Administration reported to RIA PrimaMedia, the meeting on projecting and building of the oil-processing plant was held in Nakhodka by the President of OJSC “NK Posneft” Sergey BOGDANCHIKOV and the Governor of the Primorsky Territory Sergey DARKIN. The Head of Nakhodka Oleg KOLYADIN, who on results of the meeting noted a great importance of OPP (oil-processing plant) for development of economy of the city district and its infrastructure, also took part in the meeting. The company “Rosneft” plans to build an oil-processing plant in the district of Yelizarova Cape on the border of the Nakhodka city district and the Partizansk municipal district. The unique in Russia enterprise will be capable to process 20mln tons of oil a year, and output high-technologic production of deep procession – petrol, diesel fuel, residual oil, different chemical products. As it was announced at the meeting, projecting of the plant had been already started and would be completed in May of 2009, and it is planned to start building it in October of the next year. According to the forecast, the first turn of the plant will work from 2013 with procession volume 10mln tons of oil a year at the first stage. As the Head of Nakhodka Oleg KOLYADIN reported, almost 20 thousand people of different professions will work at construction of OPP that will greatly influence on the city infrastructure. First of all, it concerns accommodation of people. For these purposes it was decided to build a residential area with all necessary social and cultural objects at the territory of the city district not far from the plant. It is also planned to build a heat and power plant, which will work on gas and supply the plant with electric power. The generated hot water will be used for central heating of the city, as it happens in Vladivostok nowadays. Thus Nakhodka will receive an inexpensive heat source, which will substitute black oil used now by boiler houses. According to Oleg KOLYADIN, construction of OPP will enable development of different areas of the city economy. In particular, the cargo turnover of sea ports increases at the expense of transshipment of the plant’s output. Only production of polyethylene will amount to almost 6mln tons a year, the same volume of polypropylene output is expected. Telling about ecologic safety of production, the Head of Nakhodka emphasized that it would be a unique plant in Russia because of volumes of procession, observance of ecologic demands, use of the most modern systems of procession, keeping and shipment of production.
