St. Petersburg port implements new rules for vessels shifting as of November 1st

Temporary rules for issuance of permits for shifting and re-mooring of container ships at Big Port St. Petersburg is being implemented as of November 1st, the Baltic Customs said.


The new rules greatly simplifies the process of obtaining permits - shifting of a ship shall be without customs control and without placing the goods under the customs transit procedure.


To obtain the permit the ship agent should fill in and submit an application and a cargo declaration copy to the Central Customs Office. After that, the authorized officer decides on re-mooring of the vessel.


The vessel re-mooring permit shall be issued if there is an agreement between the ship’s owner and an authorized representative with the authorities of the Border Guard Service of Russia, as well as in the case when the shifting and re-mooring the vessel has been registered in the vessels traffic daily schedule, approved by the Harbormaster.


In addition, a ship agency representative should not violate to the terms and procedure of application submission, and if there are no restrictions from other state agencies.


In case of the vessel re-mooring is not allowed, an officer of the Central Customs Office shall promptly notify the applicant.
