According to Deputy Director of State Policy for Maritime and River Transport of the Ministry of Transport Vitaly Klyuev, private pilots have long insisted on market approach to pilotage service but obstruct access to the profitable oil ports of their rivals - Rosmorport’s pilots.
Actually, the Ministry of Transport considers it unacceptable to apply market principles in the field of pilotage services as it affects the safety of navigation at the ports. However, until the final decision on creation of a single pilot service (proposed by the Ministry) is made, private and state pilot organizations providing the service within Russian seaports should have equal access to the market, including that of profitable oil ports, currently monopolized by private entities.
Previously, Deputy Transport Minister Viktor Olersky had said: "I am for the competition, but not in this kind of activity… No one would dare to create private air traffic controllers firms at the airports! Accordingly, in those areas that require enhanced security, the situation should be controlled by the state!"
