The order of the Russian Ministry of Transport (dated March 15, 2012, № 62) "On Approval of the Certification of crew members of ships (registered at the Ministry of Justice on June 4, 2012, No 24456) (hereinafter - the Regulations on Certification) came into force on July 10, 2012.
The new certification rules are applied to crew members of merchant vessels, excluding small boats used for non-commercial activity and sports sailing ships, that is, the crew of marine transport vessels and the crews of vessels used for fishing, as well as all other vessels used for commercial shipping (hereinafter – sea-going ships), the crew members of inland vessels that enter the harbors and sailing on approaches to seaports and engaged in coastal sailing and to persons having naval education and experienced in sailing on the Navy and the FSB vessels.
In accordance with the Regulations on Certification Rosmorrechflot organizes activities for Certification in accordance with the STCW Convention coordinates the training program and approves the list of issues for qualification testing under the Regulations on Certification and publish them on the Internet.
Sea ports harbormasters will create Marine Qualification Commissions (hereinafter - the MQC), which would employ the harbormasters’ service experts, specialists of educational institutions, scientific and public organizations, shipowners and experts in the field of fisheries (for qualification testing of crew members of fishing fleet).
