The M/V Alaed, a Russian cargo ship, chartered to transport refurbished helicopters (three Mi-25) to Syria as well as air defense systems, as of 02:00pm, yesterday was plying offshore the port of Baltiysk unable to enter the port as the shipowner did not submitted notification of arrival to the port authorities, a source familiar with the matter told Interfax agency.
To call at the port of Kaliningrad or Baltiisk the shipowner should submit a formal application at least 24 hours prior to the beginning of movement to the port to obtain permission of the port authorities. However, the source said, the shipowner of the M/V Alaed did not file such an application.
