At the meeting of Russian Transport ministry board the first vice-president of JSC Russian Railways Vadim MOROZOV brought out the fields, where they need financial support, as JSC Russian Railways ‘Far-eastern Railways" press service reported to RIA PrimaMedia. At the meeting of the board, Vadim MOROZOV summed up the work of JSC Russian Railways in 2008 and said that the company completely fulfilled the plan, which was developed by the Government and the board, satisfied the demand of the economics and people for transportation, provided consecutive realization of the Structural reform program. Speaking about prospects of railways development in general and JSC Russian Railways development particularly, Vadim MOROZOV named number of the most important problems, which need government support. Particularlythey are compensation of falling incomes for journey in second-class sleeping cars and general service cars, students and pupils benefits, losses of incomes of JSC Russian Railways as a result of rate indexation change, financing of Olympic objects construction. ‘JSC Russian Railways need additional government support of 100 billion rubles, it will considerably renew infrastructure and railway vehicles, also it will preserve about 130000 job places in closely-related to railways fields,’ Vadim MOROZOV said. According to the first vice-president despite the crisis it is necessary to provide the development of Russian Railways according to the Strategy of railways development in RF by 2030 and subprogram "Rail transport" of federal target program ‘The development of transport system of Russia (2010-2015), which is the main tool of realization of the first stage of the Strategy. ‘It is necessary to realize all decisions about rail transport government support of 1 trillion 380 billion ruble for the period till 2015 (380 billion rubles at the expense of federal budget, 1 trillion at the expense of investment part of freight rates of JSC Russian Railways) or taking into account the situation in the country, to replace investment part by payments into nominal capital of JSC Russian Railways,’ Vadim MOROZOV said. Also according to the first vice-president it is necessary to draw in private investments in rail transport development on the basis of government and private partnership. Vadim MOROZOV paid special attention to restriction of objects of JSC Russian Railways in business. Not only infrastructure objects for general use are restricted, but other objects also (railway carriage depot, flushing and steaming stations, all objects of passenger sector, shares of subsidiary production units). That’s why resources of JSC Russian Railways are restricted. In conclusion Vadim MOROZOV said that Russian Railways do everything to provide reliable transport service for country’s economy. But effective realization of the Strategy could be provided only with the support of the Government, including the transport Ministry of the Russian Federation.
