State infrastructure facilities, the construction of which is planned within the framework of the project on comprehensive development of Murmansk Transportation Hub (MTH) has obtained an ecological approval, PortNews IAA learnt from Aleksei Tyukavin, First Deputy Governor of the Murmansk Region.
According to Aleksei Tyukavin, the positive decision of the ecological expertise has been announced today by FSOE RosTransModernizatsiya (state customer) during the Board meeting of OJSC Managing Company “Murmansk Transportation Hub” (MC MTH). In the nearest future, design and estimate documentation will be submitted to the Glavgosexpertiza (state expert evaluation authority).
Tyukavin also told about the decision not to change the order of the project implementation. Thus, construction works will start with the development of Vykhodnaya railway station which is to provide additional railway facilities for the development of the existing commercial seaport of Murmansk (MCS).
Besides, the Board of Directors entrusted the management of MC MTH with updating all transport projects of the Murmansk Region.
In particular, Tyukavin reminded about the necessity to consider the possibility of expanding the cargo base of MTH when implementing a railway project “Belkomur”, the project of MCS capacity expansion (by 5 mln tons per year) and the project on construction of a marine passenger terminal Arctic Harbour in Murmansk.
As PortNews IAA reported earlier, the state-owned facilities of the project on comprehensive development of Murmansk Transportation Hub include railway and maritime infrastructure facilities, in particular, railway line of public services, the base of the service fleet at the Western shore of the Kola bay and dredging works within the water area of Murmansk seaport.
Land plots have been allocated for the transportation hub facilities and technical specifications have been obtained for technological connection with electrical / heating / water supply and wastewater disposal utilities.
The works under the project are financed by the funds from the budget of the Russian Federation allocated under the Federal Target Program "Development of Transport System of Russia, 2010 – 2015".
Within the project framework, a new coal terminal Lavna (with annual capacity of 18 mln t) will be built at the Western shore of the Kola Bay.
Shareholders of OJSC Managing Company “Murmansk Transportation Hub” are OJSC Murmansk Commercial Seaport (40%), OJSC OC Rosneft (15%), OJSC RZhD (25%), Murmansk Region Government (5%) and FSUE Rosmorport (15%).
