RF Ministry of Transport and Federation Council agree on simplification of fishing vessels’ registration (photo)
The Federation Council and the Ministry of Transport of the Russian Federation have agreed on simplification of the procedure for qualification, survey and state registration of small-size vessels used fishing purposes, that is to considerably decrease fishers’ expenses for the above procedures, the Federation Council informs.
The decision on the ministerial approval of the corresponding regulation was taken at the meeting held by Gennady Gorbunov, Chairman of the Council of the Federation Committee for Agrarian and Food Policy and Environmental Management.
The meeting was attended by Victor Olersky, Deputy Transport Ministry of the Russian Federation, Vasily Sokolov, deputy head of the Federal Fishery Agency, representatives of related ministries and agencies, members of regional fishing unions.
As it was noted by Gennady Gorbunov, it is an extremely critical issue: qualification, survey and state registration of such vessels costs approximately as much as the purchase of a new schooner. “At the same time, cost-efficiency of fishing at inland water ways of the Russian Federation is not high. Moreover, the population in the regions where small-size vessel are engaged for fishing have no opportunities for other types of economic activities.
The senator said that the Committee had prepared amendments into the Merchant Marine Code, the Inland Water Transport Code and the Tax Code of the Russian Federation.
Victor Olersky proposed adoption of an interim decision – to approve the regulation of the RF Transport Ministry before introduction of amendments into the legislation in order to lighten the burden of fishermen with the fishing season beginning. The initiative was supported by the meeting participants.
As it was announced by Gennady Gorbunov, the Council of the Federation Committee for Agrarian and Food Policy and Environmental Management, the Ministry of Transport and the Federal Fishery Agency will jointly refine the amendments to finally solve the problems of small-size vessels.
