Russian transport system is permanently underfinanced and lacks stability reserves – Oleg Belozerov

Russian transport system as a whole and a number of its key segments is permanently underfinanced and it lacks long-term stability reserves. According to the Ministry of Transport, this was announced by Oleg Belozerov, Deputy Transport Minister, at the IV Eurasian transport-logistic forum “Barriers and growing points for Russian transport infrastructure”. 

“Transport Strategy of the Russian Federation till 2030 has been updated in order to solve the accumulated problems and meet the up-to-date challenges,” Belozerov said. – The work was carried out with the consideration of the long-term forecast approved by the RF Ministry of economic development and trade, updated expectations of requirements of economic sectors and subjects  as well as the consequences of Russia’s accession to WTO and establishment of common economic space”.

The Deputy Transport Minister says that the necessary condition for implementation of the updated long-term state policy is the forming of a new model to manage the transport complex development based on management by objectives. For that purpose, the Ministry of Transport undertakes specific strategic measures aimed at comprehensive transport development at the federal and regional levels, development of infrastructure for all types of transport based on a unified balanced plan and creation of economically viable reserves of its throughput and carrying capacity.

The major instrument for this strategy implementation is the state programs. The key one is “Transport System Development till 2020”. “This program integrates major measures on the development of all types of transport, - Deputy Minister said. – Unlike federal special-purpose programs, this state program comprises all the instruments for the state policy implementation: investment projects, operating measures and state regulation measures”.

According to Oleg Belozerov, the program’s major characteristic is its integrity, which is confined in common tasks for all types of transport, creation of a unified system to manage its implementation, synchronized and balanced activities. As it was noted by the Deputy Minister, the project implementation will, first of all make it possible to raise availability of transport services for the population and will also improve integrated safety and stability of the transport system.
