North West Administration of State Marine and River Supervisory Authority (Gosmorrechnadzor) warns Andrey Tereshchenko, Director General of Primorsk Commercial Port LLC (PCP, Leningrad region), against violation of RF legislation when working with towing-and-tugboat company. In particular, the document points out to PCP’s denial to St. Petersburg branch of Rosnefteflot CJSC to moor the Ligovsky prosopekt tanker to PCP berths with the assistance of Rosnefteflot tugboats. Gosmorrechnadzor treats this denial as a violation of RF legislation, in particular, Article 78 of the Federal Law No 81-FZ (Merchant Marine Code).
Besides, Gosmorrechnadzor recommended PCP to comply fully with the requirements of clause 3 of the Instructions of the Harbour Master of port Primorsk No 12-22-r as of June 22, 2013.
Commercial Seaport Primorsk is the largest port of the North West region of Russia in terms of oil and oil product export. It is the final stage of the Baltic Pipeline System (BPS) and main product pipelines Kstovo-Yaroslavl-Kirishi-Primorsk (Sever project) of AK Transnefteproduct OJSC. In 2012, the port’s throughput slightly declined to 74,768,700 tonnes against 75,124,900 tonnes in 2011.
