The designing of Sakhalin-based LNG plant will commence in early 2014 with the start of construction works scheduled for HI’2015. This was decided at the meeting of the work group, says press center of Sakhalin Region’s Government.
According to the statement, the Government is currently working with Rosneft and Exxon Mobil on the issues related to implementation of the Sakhalin LNG plant.
In 2013-2014, Rosneft and Exxon Mobil plan to complete design works including selection of a technology for gas liquefaction and specification of major requirements to equipment. Besides, they will carry out engineering survey, develop project documentation according to Russian standards applicable to LNG plant and perform assessment of environmental impact.
The pant is to have the capacity of 5 mln t of LNG per year with a possibility of expansion in the future.
The most economically reasonable location is the district of Iljinskoye settlement at the south-west coast of Sakhalin. There is a plan to build a state regional power plant (GRES-2) and to develop social infrastructure there. New highway is to approach the site which also meets seismic safety requirements. The final decision on the location and technologies is to be made by the end of the year.
