RF Government approves draft agreement between Russia and Finland on icebreaking assistance in Baltic Sea
RF Government has approved the draft agreement between the Governments of the Russian Federation and Finland on cooperation and interaction in icebreaking assistance in the Baltic Sea. According to the materials of RF Government, the decree was signed on November 27, 2013.
The Document elaborated by the Transport Ministry of Russia stipulates for regulation of icebreaking assistance; admission of the parties’ icebreakers to territorial seas and internal waters for assistance; mechanism for cooperation of competent authorities; settlement of disputes arising from interpretation or application of the agreement.
The draft agreement contains regulations difficult from those set forth by the RF legislation and is subject to ratification under the Federal Law on international agreement of the Russian Federation.
The agreement will serve as a legal platform for the development of Russia-Finland relations in the sphere of icebreaking assistance in the Baltic Sea which is to facilitate trade and economic relations between of the two countries.
The Ministry of Transport of the Russian Federation is to hold negotiations with the Finnish side and to sign the above agreement in the name of RF Government, having introduced, if necessary, amendments of non-fundamental nature.
