Peter Parinov named new head of Sea Ports Authority "Big Port St. Petersburg"
Mr. Peter Parinov was appointed as head of the federal company Sea Ports Authority “Big Port St. Petersburg”, the company told PortNews. Mikhail Haryuzov was tapped as interim Harbourmaster of Big Port St. Petersburg, effective as from January 21, 2014.
The changes in the management of SPA Big Port St. Petersburg are carried out in line with the entry into force as of January 21, 2014 of the Federal Law of the Russian Federation (July 23, 2013 N 225-FZ) "On Amendments to Certain Legislative Acts of the Russian Federation", which included the reshuffle at marine basins administrations.
Under the new law, the Sea Ports Authority is created in respect of two or more seaports in the form of publicly funded institution and acts in accordance with the Regulations on seaports administrations, approved by the federal executive authority in the field of transportation. The list of seaports, included in the authority of ports, is approved by the federal executive authority in the field of transportation.
The Sea Ports Authority assists Harbourmasters in execution of their functions provided by this Federal Law, other federal laws, legal acts of the Government of the Russian Federation, and also provides services to customers in the seaports in accordance with the requirements hereof. The list of services rendered in seaports by seaports authorities, is established by the federal executive authority in the field of transportation. The head of the Sea Ports Authority has no right to interfere in the activities of the harbourmaster and his stuff while executing his functions.
