Public Council of Russia’s Transport Ministry approves draft Port Development Strategy through 2030
Public Council of Russia’s Transport Ministry has approved draft Port Development Strategy through 2030, IAA PortNews journalist reports from the meeting.
According to the document, throughput of Russian seaports is to be increased to 1 bln t by 2030. The share of dry cargo is to grow driven by coal and container turnover.
As Deputy Transport Minister Victor Olersky said, the Ministry expects the increase of passenger flow to the ports of Crimea.
The Strategy implies the increase of Russia ports’ capacity 1.5 times to 1.3 bln t with 30% of the capacity to be reserved for seasonal upsurge of cargo flows.
The largest projects mentioned by the Strategy are: port Sabetta, Murmansk Transportation Hub, development of port Primorsk, Ust-Luga and container terminals in Big Port St. Petersburg as well as construction of MMPK Bronka.
Besides, the Kaliningrad region is to see the construction of a cargo and passenger terminal in Pionersky and reconstruction of the container terminal in Baltijsk.
As for the Azov-Black Sea and Caspian Basins, the Strategy foresees the development of the existing terminals in Crimea and in Taman, the construction of Taman Dry Bulk Port, development of ports Novorossiysk, Makhachkala and Astrakhan.
A number of sea terminals intended for transshipment of coal, grain and LNG is to be built in the Far East region.
Among the problems of the port industry in Russia, Victor Olersky emphasized the gap in development of the railway and port infrastructure. The capacity of railway approaches to the ports of the Far East Basin will have the deficit of 56 mln t by 2020.
As for the development of railway approaches to the ports of the North West Basin, the demand for investments by 2020 totals RUB 177.34 bln including RUB 131.4 bln from the Russian Railways. As of today, RUB 45.94 bln are in demand.
Meanwhile, the capacity of railway approaches to the seaports in the Azov-Black Sea Basin will be sufficient by 2017.
