Russian Prime Minister Dmitry Medvedev has appointed Sergei Kachaev as Deputy Minister of the Russian Federation for the development of the Far East, the Ministry press office said.
Previously, Mr. Kachaeve held an office of Director of the Department of the Ministry to facilitate the progress and monitoring of investment projects. In his new position, Sergei Kachaev will supervise the work of the department in the implementation of investment projects and the functioning of the Territories of Priority Development (TOR).
Sergey Kachaev is an expert generating approaches to the development of certain areas. He participated in the development of regulatory and legal framework of creating industrial parks, including federal laws on industrial policy and on special economic zones.
Since 2010, he is co-chairman of the Association of Industrial Parks, an industry-non-profit organization that integrates the majority of industrial parks in Russia, as well as service providers in the field of industrial engineering in order to promote common interests.
Kachaev Sergey was born in 1974. He graduated from the Institute of Economics of the Moscow State Social University. Additional education at Plekhanov Russian University of Economics. Between 1997 and 2003 he worked as a systems analyst at the Institute of Management Sciences. In 2003-2014 he was engaged in business and investment activities. Since 2010 is Co-Chairman of the Association of Industrial Parks of Russia and Deputy Chairman of the Expert Council of the Russian Business Association "Delovaya Rossiya". Since July 2014 he is the Director of Department of investment projects of the Ministry of Far East Development.
