Russian President Vladimir Putin on July 15, 2015 signed a decree "On the Abolition of the Ministry of the Russian Federation of Crimean Affairs and of the State Commission on the social and economic development of the Republic of Crimea and Sevastopol." the Kremlin press office reported.
The document reads that the Ministry of Crimean Affairs was formally dissolved as the ministry has accomplished the task of integrating the republic into Russia and in connection with the completion of the transition period provided for by the Federal Constitutional Law, March 21, 2014 (№ 6-FKZ) "On the Admission of the Republic of Crimea into the Russian Federation and the Creation of New Constituent Entities within the Russian Federation, the Republic of Crimea and the federal city of Sevastopol" in order to optimize the structure of the federal bodies of executive power.
By the decree the State Commission on the social and economic development of the Republic of Crimea and Sevastopol was also dissolved.
The functions of the disbanded Ministry of the Russian Federation of Crimean Affairs will be transferred to the Ministry of Economic Development.
The Government of the Russian Federation was ordered to set up the Government Commission on the social and economic development of the Republic of Crimea and Sevastopol, which will take over the functions of the disbanded State Committee on Crimea and Sevastopol; to approve the regulations on the Government Commission on the Social and Economic Development of the Republic of Crimea and Sevastopol, and on its composition; to ensure within the established by the Russian legislation period the procedures in connection with the abolition of the Ministry of the Russian Federation of Crimean Affairs; to solve in accordance with established procedure the financial, logistical and other issues related to the implementation of this decree.
In addition, within the three-month period the Government must submit proposals on bringing the acts of the President of the Russian Federation in accordance with this decree, to bring their acts into conformity with this decree.
It is established that the Ministry of Economic Development, which takes over the functions of the abolished Ministry of the Russian Federation of Crimean Affairs, is legal successor of liabilities, including liabilities arising from the court decisions enforcement.
The Decree shall enter into force on the day of its signing.
