Transport Prosecutor’s Office proposes enhancing powers of basin captains and port control inspectors in respect of ship detention (photo)
At the out-of-headquarters session of Rosmorrechflot Board (Federal Marine and River Transport Agency), representative of the West-Siberian branch of the Transport Prosecutor’s Office proposed enhancing the powers of basin captains and port control inspectors in the part of application of more efficient mechanisms for detention of vessels, Rosmorrechflot says. As was noted at the session, the position of the Russian flag is getting worse in Paris and Tokyo MoUs. Most inspections and detentions fall on the ports of China, then Italy, S. Korea and Turkey. The share of Russian ships detentions following the inspections in foreign ports is as high as 4.75% against 0.5% following the latest inspection in Russian ports. Russian vessels are detained upon revealing of nonconformance in foreign ports after they pass similar inspections in Russian ports.
At the session, it was also decided to enhance monitoring of state port control activities in seaports and inland water ways of the Russian Federation.
