Vladimir Putin orders to set up five counter-terrorism HQs in coastal areas

Russian President Vladimir Putin has signed a decree establishing counter-terrorism operational headquarters in five sea basins. According to the decree the headquarters should be set up in Kaspiysk, Murmansk, Petropavlovsk-Kamchatsky, Simferopol and Yuzhno-Sakhalinsk.
