International Maritime Organization (IMO) has issued a circular confirming the compliance of Russian seafarers’ certificates with the provisions of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) taking into account the 2010 Manila amendments, IAA PortNews correspondent cites Vitaly Klyuev, Director of the Department of State Policy for Maritime and River Transport of Russia’s Transport Ministry, as saying at the conference “Training and Certification of Seafarers” held in the framework of Transport Week-2016 in Moscow.
According to him, Russia has agreements on mutual recognition of seafarers’ certificates with 40 states, negotiations are underway with five more states.
International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978 was adopted on 7 July 1978 and entered into force on 28 April 1984. The main purpose of the Convention is to promote safety of life and property at sea and the protection of the marine environment by establishing in common agreement international standards of training, certification and watchkeeping for seafarers.
