Single electronic base of seafarers’ certificates will become operational in Russia from 1 January 2017, IAA PortNews correspondent cites Vitaly Klyuev, Director of the Department of State Policy for Maritime and River Transport of Russia’s Transport Ministry, as saying at the conference “Training and Certification of Seafarers” held in the framework of Transport Week-2016 in Moscow.
It is a requirement of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW).
International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978 was adopted on 7 July 1978 and entered into force on 28 April 1984. The main purpose of the Convention is to promote safety of life and property at sea and the protection of the marine environment by establishing in common agreement international standards of training, certification and watchkeeping for seafarers.
