Commission verifying the authority of the Russian Maritime Register of Shipping (RS) for the classification and survey of ships started its work. The Commission includes the representatives of the RF Ministry of Transport, Federal Authority for Transport Oversight (Rostransnadzor) and Federal Agency for Maritime and River Transport of Russia (Rosmorrechflot), the classification society said in its press release.
On 5 − 6 September 2017, the quality of classification services rendered by RS, the procedure for issuing ship certificates and documents to shipping companies on behalf of the Russian Federation; execution of the Agreement on recognition for survey of ships flying the RF flag; process of verification of ships and companies for compliance with the International Safety Management Code as well as the procedure for development and publication of the RS Rules were verified by the Commission in RHO. Detentions of RS-classed ships by Port State Control were also reviewed, as well as the measures taken by the classification society in response.
To assess the quality of the RS surveyors’ practical activity, the Commission visited tanker Gazpromneft Nord-West during its survey by the RS Baltic Branch.
These measures are the first stage of verifying the RS recognition as the organization authorized by the RF Maritime Administration. The activity assessment of the RS Branch Offices in Russia and abroad will be performed in the nearest future.
