The Government of the Russian Federation has approved the amendments introduced into the area planning scheme in the part of the federal transport (railway, air, seaborne and inland water transport) and federal roads. The new terminal located 40 km from the Dickson settlement will be used for transportation of oil produced while developing the new oil cluster on the Taimyr peninsula. There is a plan to build an oil terminal with the capacity of 25 million tonnes and a possibility of expansion to 50 million tonnes. The port and the Payakhskoye field will be connected by a 400-km long pipeline.
The project on the development of the Payakhskoye fields included into a comprehensive investment project “Yenisey Siberia” is among the largest oil production projects in the country. Confirmed oil reserves exceed one billion tonnes. Industry production is to be launched by 2024 with initial annual production of 26 million tonnes to be further boosted to 50 million tonnes per year.
Crude oil produced at the Payakhskoye field is to be transported by the Northern Sea Route to Europe and Asia. The Northern Sea Route will be used for transportation of up to 100 million tonnes of crude oil from the Arctic cluster including Tagulskoye, Suzunskoye, Lodochnoye and Payakhskoye fields. This project will make a considerale contribution to the development of the Arctic zone in the Krasnoyarsk Territory, will genenrate new jobs and facilitate the development of information and loading of the Northern Sea Route.
