Ukrainian shipbuilders lost state aids

Ukrainian Cabinet of Ministers decided to cancel the programs of state support to a number of shipbuilding enterprises. The corresponding decision was already approved. The list of the enterprises which lost the support from the state includes JSC Persey, Specsudoremont, JSC Marine Industrial Complex and the plant Equator. According to the Minister of Industrial Policy Anatoly Golovko the application submitted by the specified enterprises did not meet the requirements of the Ministry, which distributes budgetary funds under the program of state support to the shipbuilding branch.

According to the public statements of the representatives of the Ministry of Industrial Policy the nation has the law “On the state support of the shipbuilding industry”. In 2005 the government approved the list of the enterprises which were entitled to certain privileges. The law has many points which should not be violated. The government monitors the process. Sometimes there are precedents when certain enterprises, for example, like Sevmorzavod in Sevastopol, cease their existence at all. Others changed the form of ownership from state to private. They do not build ships any more, but enjoy the privileges introduced for the shipbuilders (land tax, compensation of the VAT, preferential customs duties etc).

However, the director of the Kerch based ship-repair plant Vladimir Kuzmin declared that his shipyard badly requires the state support, but was deprived of it. The director of Ilichevsk ship-repair plant refused to comment this point at all.
