The new tanks are to be located near a proposed refinery project that the state-owned oil producer is building in partnership with Russia's state-owned oil producer Rosneft.
The refinery has been designed with a refining capacity of 10 million metric tonnes (mt) of crude oil per year, or 200,822 barrels per day, according to Dow Jones Newswires.
The 20 crude oil tanks are scheduled for a combined capacity of 2 million cubic meters, or 12.58 million barrels; while the 20 oil products tanks would have a combined capacity of 1 million cubic meters, said CNPC.
Construction work is due to start next month with completion slated for June 2009.
