Initial investment into the development of special port economic zone (POEZ) in Khabarovsk Territory is to make RUR 8.4 billion in 2008-10, PR Department of FOK LLC (Finance and Organization Consulting) cites a high-rank representative of Khabarovsk Territory Government.
According to the source, total volume of investments into the development of POEZ in Khabarovsk Territory will make RUR 105.5 billion in future prices including some RUR 9 billion to be allocated by the federal, regional and local budgets for the creation of transport and engineering infrastructure. RUR 6 billion are to come from off-budget sources.
The POEZ conception envisages creation of an international multifunctional port and ship repair center at the territory of Sovetskaya Gavan port to take full advantage of a unique geographical location and natural conditions of the bay.
“We plan that POEZ will ensure fast development of Vanino – Sovetskaya Gavan transport hub. The priority will be given to the projects of stevedoring companies specializing in transshipment of iron ore, containers and other general cargo. Special attention is to be paid to the development of ship repair, which is a specific feature of the conception,” the source said. According to the representative of Khabarovsk Territory Government, total area of special port economic zone in Khabarovsk Territory is to make 4.5 sq. m.
The application for POEZ was prepared by FOK jointly with Khabarovsk Territory Administration. According to Andrei Bolgov, the head of the project, when developing the POEZ conception and preparing the application FOK experts paid special attention to detailed consideration of the existing and perspective cargo flows as well as to specific features of the project’s infrastructure.
Sovetskaya Gavan is located in Khabarovsk Territory, 600 km eastward from Khabarovsk. Today it is an administrative center of Sovetskaya Gavan district located on the west coast of the Tatarskiy Channel. Population – 30,500 people. The city territory covers 7,000 hectares. The entrance of a 11.2-km long gulf is 2.3-km wide. The gulf covers the territory of 35 sq. m. It is located 50 meters above sea level. The city is the end point of the Baikal-Amur and Trans-Siberian railroads.
Sovetskaya Gavanis linked to Khabarovsk by a railway and air service. Sovetskaya Gavan is open for foreign fleet. Automobile road Sovetskaya Gavan – Lidoga connecting the city with Khabarovsk and Komsomolsk-on-Amur is under construction.
Timber production and wood processing, fishery and ship repair as well as cargo handling in the port are the major industries in the district.
It should be reminded that the Tender Committee of Russia’s Ministry of Economic Development considering candidates for creation of special economic zones of port type (port SEZ) selected two airport zones (Krasnoyarsk and Ulyanovsk) and one port zone in Khabarovsk Territory. According to the Committee, the special economic zone at Sovetskaya Gavan in Khabarovsk will help regional authorities develop projects for ship repairs and fish processing.
