St. Petersburg Government has announced the winner of the Concession Tender for construction of the Western High-Speed Diameter (WHSD, or ZSD in Russian transcription). The winner is the consortium – ZSD Nevsky Meridian LLC (registered in St. Petersburg), which proved to be the only bidder. The consortium includes Strabag A.G., Bouygues Travaux Publics, Hochtief PPP Solutions, Egis Projects, Mostoodryad No 19 OJSC. The consortium is controlled by Basic Element.
Initially there were four bidders: MLA Lieferasphalt GmbH (consortium including: ALPINE Mayreder Bau GmbH, FCC-Construccion S.A., Deutsche Bank AG); ZSD Nevsky Meridian LLC (Strabag A.G., Bouygues Travaux Publics, Hochtief PPP Solutions, Egis Projects, Mostoodryad No 19 OJSC); "Vincida Grupo de Inversiones 2006, S.L." (Obrascon Huantre Lain, S.A. (OHL), OHL Concesiones S.L.); "St. Petersburg High-Speed Thoroughfare B.V." (Bechtel International Inc, Enka Holding, Intertoll Infrastructure Developments).
The WHSD will be an urban motorway with interchanges at different levels and mostly 8-lane roadway with the design traffic speed of 120 km/h and the maximum traffic of 94,000 vehicles per day (the estimated traffic in 2010), equipped with advanced traffic control and communication systems. The overall length of the motorway will be 46.6 km. Elevated sections will account for 55% of the overall length, while roadbed sections – for 45%. There will be 14 interchanges at different levels and unique bridge structures with 55 and 35 m clearances over the ship fairway, which will be the first structures of that type in Russia.
