BoD of United Shipbuilding Corporation approves Far Eastern shipbuilding development concept

The Board of Directors of the United Shipbuilding Corporation (OSK) has approved the concept for shipbuilding development in the Far East, Governor of Khabarovsk Territory Vyacheslav Shport said at the meeting of OSK BoD held in Moscow under chairmanship of Igor Sechin, Deputy PM of the Russian Federation.

According to the Territory administration, the participants of the meeting discussed the problems of shipbuilding companies and approved the concept for shipbuilding development in the Far East. According to the document, four shipbuilding areas are to be created under the umbrella of the Far East Center of Shipbuilding and Ship Repair.

Two of them – Amur and Khabarovsk – will be based on Komsomolsk-on-Amur and Khabarovsk shipyards. They will continue production of both commercial vessels and warships including submarines as well as smaller vessels of different purposes.

The concept implementation envisages the increase of the state defense order. The first phase is already taken into account by the federal budget for 2010.

The Governor reminded that labor efficiency and competitiveness is quite low in the Far Eastern shipbuilding. The construction period in Russia is 1.5-2 times as long as that at the foreign shipyards while Russian vessels are 20-25% more expensive. So the concept envisages certain preferences for shipbuilding companies to improve their competitiveness in both Russian and international markets. Such measures are to include state guarantees, “long-term” loans and exemption of shipboard equipment not produced in Russia 

United Shipbuilding Corporation (OSK OJSC) with 100% federal ownership was set up in 2007. OSK comprises three daughter companies: Open JSC «Western Center of Shipbuilding» (St.-Petersburg), Open JSC «Northern Center of Shipbuilding and Ship Repair» (Severodvinsk, Arkhangelsk region) and Open JSC «Far East Center of Shipbuilding and Ship Repair» (Vladivostok) as well as leading design bureaus. In 2008, net loss of OSK under Russia Accounting standard totaled RUR 37.014 mln with revenue amounting to RUR 40.169 mln.
