Vessels crews actions under OSP are more effective than those of SRU – Prime Shipping
Draft of the Order on “Functional subsystem of arrangement of works on prevention and elimination of oil and oil products spillage (OSP) from vessels and objects of sea and river shipping within inland waterways of a single state system of emergency situations prevention and elimination” elaborated by the RF Ministry of Transport was commented on by Igor Ganin, General Director of Prime Shipping company (Samara) in the interview with PortNews IAA.
Each company is forced to order and approve its individual OSP plan, elaborated by various organizations. Actions of each company in case of oil spillage shall accordingly differ, especially in their details. More discrepancies can take place if the company decides to found its own search-and-rescue subdivision. Which well-managed interaction among all the organizations mentioned in the Order can we speak about in such circumstances? The situation is quite contrary in the global shipping industry. There are international conventions, codes, and regulations elaborated and issued by competent specialists. All the companies are notified on the aforementioned documents which they adopt and use in their business. As a result all the works are carried out uniformly in strict interaction among all the organizations including monitory-and-supervisory ones. Vessel crew that had been trained regularly updates its professional level. Having such strict procedures and instructions implemented on board the crew shall act more effectively than nominally created outside search-and-rescue units (SRU), Igor Ganin explained.
