Construction of infrastructure objects under project of Murmansk transportation junction development (MTU) can start January, 2010, as PortNews IAA learnt from Andrei Shapovaliants, Director of UK Murmansk Transportation Junction OJSC, in the course I Murmansk International Economic Forum.
’Actual works commencement will take place after December 10, 2009, the date scheduled by Mintrans for completion of land plots execution,’ he said.
Land plots designed for infrastructure MTU objects allocation will be handed over to UK Murmansk Transportation Junction OJSC under investment conditions. ‘The documentation on MTU territories is currently being prepared,’ explained Shapovaliants.
In his report Shapovaliants informed that the volume of investments into MTU project may amount to RUR 180 billion. (2007 prices). Including RUR 95 billion will fall onto stateamounts financing. The rest part will be invested by private enterprises.
Construction of a railway branch towards the western coast of the Kola Peninsular to a new Lavna station (about RUR 28 billion on the investment fund amounts or other mechanisms of public-private partnership, GCP), reconstruction of railway MTU objects in operation (RUR 20.7 billion are allowed for in the RZD OJSC budget), improvement of the region power supply (RUR 22.45 billion are allowed for in the budget of interregional distributional company of the North-West), construction of motor ways to MTU (RUR 18billion are allowed for in the RF budget) and Murmansk airport reconstruction (RUR 5.2 billion are allowed for in the RF budget) are envisaged in the state investments structure.
Private investors shall finance construction of maritime terminals provided for by the project. A new coal terminal development on the eastern coast of Kola Bay (of up to 12 million tons annual throughput ) and a coal terminal construction on the western coast of Kola Bay (of up to 20 million tons annual throughput ) are as well planned for construction. In addition container terminal construction (of up to 1 million TEU turnover ), oil loading terminal on the Western coast of Kola Bay (of 35 million tons annual capacity) and coastal logistics centre are envisaged in the project.
Alexander Davydenko, Head of the Federal Maritime and River Transport Agency of the RF Ministry of Transport, reported first day of I Murmansk International Economic Forum, that an information memorandum on cooperation of UK MTU and private investors will be shortly prepared. This document will define the conditions of public private partnership under which the project MTU implementation will be realized.
Construction of infrastructure objects will be carried out by the affiliates of UK MTU OJSC, founded in partnership with main investors, explained Shapovaliants.
A planned MTU cargo turnover will amount to 80 million tons annually by 2015. The figure can double by 2010, as per Head of UK MTU. The Murmansk port will become first country’s large deep-water port and will accept vessels up to 350 thousand tons dwt.
A the same time, Vitalii Mikhno, Head of North-West Territorial Administration of the Federal Railway Transport Agency, informed delivering his speech at the Murmansk Forum that the throughput capacity of the railway linked to MTU will amount to 52 million tons of cargo annually by 2015.
UK MTU charter capital amounts to RUR 250 million and is divided onto 250 thousand of registered ordinary shares with a nominal value of RUR1000. Murmansk Commercial Seaport owns 40% of JSC charter capital, Rosneft owns 15%, Russian Railways - 25%, Murmansk region Administartion – 5%, FGUP Rosmorport - 15%.
