The bill amending the Russian Inland Waterway Transport Code (RIWTC) provides for extension of oversight of compliance with international treaties signed by the Russian Federation and Russian legislation in the field of inland waterway transport, the technical requirements for vessels, and qualification requirements for crew members on all navigable water vessels in Russia, regardless whether they are included in the List of inland waterway or not, the Transport Ministry press office said. The bill also provides that the inland waterways located within the boundaries of a RF’s region and not included in the List of the inland waterways of the Russian Federation, can be attributed to Inland Waterways of the Russian Federation region.
Depending on who is the owner of inland waterways (the federal or the region of the Russian Federation), the bill will assign accordingly responsibility on the arrangement and maintenance of ship canals and navigational hydraulic structures located on these waterways.
The bill on amendments to RIWTC is scheduled to be submitted to the Russian Government in November 2010
