The bill for support of Russia's shipping and shipbuilding to be introduced in the State Duma in early December 2010, Victor Olersky

The bill prepared by the Russian Ministry of Transport jointly with the United Shipbuilding Corporation (USC), can be introduced in the State Duma in early December 2010, Deputy Minister of Russian Transport Ministry Viktor Olersky said at a briefing with journalists during the Moscow transport conference, PortNews correspondent reported.

According to Mr. Olersky, there are some differences on the bill left to be settled with the Finance Ministry and Health Ministry, other agencies have endorsed the document. "In two weeks over, I think, we will introduce the bill before the State Duma. This year, for sure" said Olersky.

He added that recently the Deputy Prime Minister Igor Sechin would, according to the regulations, conduct the last consensus meetings. "We have a discord only in terms of shipbuilding issues, as to shipping, everything has been settled."
Olersky believes that the bill will be passed by the legislature quickly enough.

Victor Olersky added that the shipping and shipbuilding industry anticipate the new law. Navashino-based Oka Shipyard (Nizhny Novgorod Region) plans to launch on 23 November a river cargo ship, the first river-going bulker built in Russia over the past 20 years. "It was built by those who had confidence in the bill. Otherwise, river vessels fleet will not operate in Russia, its economy is not working yet. With the bill, we are entering the 12-year payback period, and that’s OK."
