FTS OKs charges hike for services of Azov-Don Waterway

The Russian Federal Tariff Service Board (FTS) at a meeting of 22 November 2010 approved increased rates of charges for services provided by FSI Azov-Don State Basin Department of Waterways and Navigation for the use of inland waterways infrastructure, the FTS press service reported.

Current charges rates from ships for the use of inland waterways infrastructure and services provided by the FSI Azov-Don WBD, were approved by the FTS order (N49-t / 4, 25 March 2008 Appendix 1), except icebreaking surcharge. Betting icebreaking fee for pilotage in the ports of Azov and Rostov-on-Don, FSI "Azov-Don GBUVPiS" were approved in accordance with the order of the FTS of Russia on Dec. 13, 2007 N442-m / 2 (Appendix 2).

Due to the fact that the ports of Azov and Rostov-on-Don acquired the status of seaports, the rate of tonnage, canal, ice-breaking charges for harbor and offshore pilotage services at the ports were approved by the FTS’ order from June 22, 2010 N127-t / 1 for FSUE Rosmorport.

Russian FTS approved service charges: navigation charges for service in the area of Aksai-Volgodonsk - in the amount of 0.554 ruble/1000cbm/km, charges from foreign vessels passing through inland waterways in the area of Aksai - Lock N15 at a rate of 23.82 r/1000cbm/km, pilotage charges from foreign vessels in the amount of 1,314.81 ruble /hour, from Russian ships via inland waterways with compulsory pilotage in the amount of 353.54 r/h.

FTS decided the Annex 1 to the Order of the FTS of Russia from March 25, 2008 N49-t / 4 and the order of the FTS of Russia on Dec. 13, 2007 N442-m / 2 as ineffective.

The approved new rates of charges by FTS will become effective in due course.

The area of responsibility of the Azov-Don State Basin Department of Waterways and Navigation is the Don River from Tsimlyansk reservoir to the Azov Sea (except for the Konstantinovsky and Nicholayevsky hydrosystems), and the Azov-Don canal in north-eastern part of Taganrog Bay. In addition, the ADW department is responsible for navigation in the tributaries of the Don - the rivers Seversky Donets and Manich. The total length of the AD Waterways is 800 km. Throughput of ports of Azov-Don basin increased in 2009 by 9% year-over-year to 20.781 million tons.
