The bill to promote shipping and shipbuilding gets approval of relevant ministries, Victor Olersky says

The bill, drafted by the Russian Ministry of Transport and Ministry of Industry jointly with JSC United Shipbuilding Corporation (USC) to support the domestic shipbuilding and shipping business, has been coordinated with all concerned ministries by 99%, Viktor Olersky, Deputy Transport Minister said at a launching ceremony of the first river-going dry bulk carrier at Oka Shipyard, the PortNews correspondent reported.

According to him, "as of now, there is only on disagreement remains unresolved: we insist on reducing the contributions to the insurance fund." Victor Olersky added that this shall be resolved in a short time and in early December Russian Government will submit the bill to the Russian State Duma.

"I hope that the bill will be passed by the State Duma and will be enacted in the second quarter of 2011," said Mr. Olersky, adding "we have had preliminary agreement with United Russia Party and the Federation Council on the bill’s future… so everything should go fine."

The bill, in particular, provides for reducing operating costs of shipowners, through lower taxes, whose vessels will operate under the Russian flag, as well as the creation of special shipbuilding areas with preferential tax scheme. Shipyards, which fall under the new law, will enjoy customs privileges on imported equipment, which has no analogues in Russia (import duty at 10%), with VAT zero rate on new vessels (18%) and a number of other benefits. The law is to be applied to the vessels that will be built at the Russian enterprises to sail under the Russian flag from January 1, 2010.
