PERN will have to ask the European Commission for permission before it can sign the contract, the newspaper added.
According to PERN Przyjazn's president Robert Soszynski, the German partner is indispensable.
"We won't manage on our own, especially since the company is taking care of a few other investments," Mr Soszynski told Puls Biznesu. He also believes there is a lack of expertise for such a project in Poland.
The German company will be responsible for financing, building and using the terminal.
The building of the terminal is set to begin next year.
