He said this when he met the Secretary-General of the International Maritime Organization (IMO), Mr Koji Sekimizu.
Mr Sekimizu is in Singapore from 22 to 26 April under the Maritime and Port Authority of Singapore's Distinguished Visitors' Programme (DVP).
During their meeting, they exchanged views on key maritime issues of mutual interest, such as safety of navigation, maritime security and the reduction of greenhouse gas emissions from ships.
Mr Sekimizu will call on Deputy Prime Minister and Coordinating Minister for National Security and Minister for Home Affairs Teo Chee Hean, on 26 April.
He will deliver the 6th Singapore Maritime Lecture on 25 April and speak on the challenges faced by international shipping and the IMO.
