Philippines Ports authority to reopen Tandoc port bid

Development of a port in Camarines Sur is again up for bidding as the company that won the contract to build withdrew from the task. The Philippine Ports Authority (PPA) said the contract to build the proposed Tandoc Port Development project in the village of Tandoc, Siruma, BM Marketing which won the contract on April 7, has returned Camarines Sur. “Winning bidder returned the notice of award. Hence, bidding is officially declared a failure,” the PPA said in a report.
The project involves the construction of a roll-on, roll-off (Roro) ramp, a pier platform, breasting dolphin and a rock causeway. The cost is estimated at P47.22 million, according to PPA documents. The bid envelops would be opened in the PPA’s Manila office later this month.
The Tandoc project belongs to the infrastructure development aspect of President Arroyo’s super regions master plan that pertains to the development of specific areas in the country.
Based on the plan, the Bicol region would form part of the Central Philippines area—designated as the country’s tourism center. Government officials have already started writing the formula for this aspect of the plan as part of the Central Philippines Investment Program.
Infrastructure up for construction in the region are the Bicol International Airport, the ports of Aroroy, Pantao, Esperanza, Boca Engano, as well as the Southrail project and access roads to Roro ports.
Tandoc would form a chain in a series of ports that link to the province of Catanduanes. Others in the series are the ports of San Vicente in Camarines Sur, Nato in Camarines Sur and Codon in Catanduanes.
So far eight super-region ports, called Sona ports, referring to President Arroyo’s State of the Nation Address, have been completed in the first nine months of the year. Eight more are up for completion toward the first half of 2009.
Other Sona ports up for completion that are “showing progress” include the ports of Cawayan, Claveria, San Pascual, Esperanza, Naval, Balbagon, Cagayan de Oro and Davao, the PPA said.
“Maripipi was substantially complete at 98.8 percent before it was damaged by Typhoon Frank in June. Restoration works has reached 12.02 percent. However, further damage was incurred due to Typhoon Marce which hit the area” in September, the PPA added.
